Introduction
Associated Fund Administrators (AFA) serves as a cornerstone of private healthcare funding in Botswana since 1991. We proudly led the establishment of the Pula Medical Aid Fund (Pulamed) and the Botswana Public Officers Medical Aid Scheme (BPOMAS), both of which support local communities.
AFA has collaborated with the private sector to pioneer the Pula Medical Aid Fund (Pulamed), now the second-largest open scheme in Botswana with over 27K principal members. We have been instrumental in launching fully funded non-medical aid programs for antiretroviral therapy, as well as public HIV/AIDS management initiatives, which have helped control the HIV/AIDS epidemic over the past three decades.
Through our leading pharmaceutical benefit management programme, AFA currently maintains the price file for medicines available in Botswana through the private sector, a social responsibility initiative to support the ,mandates of BOMRA, NBFIRA and the Competition Authority.

Mr. Motsie has worked in the Medical Aid industry for over 12 years. He has been a leader in healthcare funding for most of those years, having worked previously as the Head of IT in Botswana Medical Aid Society and Chief Operations Officer in Associated Fund Administrators. Tebogo has extensive knowledge in leadership, change management, technology, IT governance, risk management, cyber security, medical aid operations and data protection. In his role as the Managing Director of AFA, Tebogo has led the transformation of AFA from being purely a medical aid administration company, to being a value-added service provider in the healthcare industry. He possesses a post-graduate diploma in Business Administration from the Gordon Institute of Business Science, BSc in Business Computing from the University of Cape Town and Post-graduate Certificate in Enterprise Risk Management from Botswana Accountancy College.

Tuelo Ramaolo holds an MPharm (Hons) from the University of Brighton, and a Master of Business Administration-Health Management from Unicaf University. She also has a Postgraduate Certificate in Enterprise Risk Management from Botswana Accountancy College. She brings to the position 18 years’ experience in the healthcare industry, 14 of which is from the medical aid industry. Ms Ramaolo has solid experience in strategy development, health risk management, service provider management, medicine price negotiation, and policy development. Prior to this appointment, Ms Ramaolo was the Pharmaceutical Benefit Management (PBM) coordinator for AFA, responsible for developing and implementing PBM strategies for BPOMAS and Pulamed. Tuelo started and has been managing the Ministry of Health Chronic Medicines Dispensing Program since 2013. She has also worked as a Disease Management Program pharmacist and a retail pharmacist.

Ms Totwana Chimbise has acquired extensive experience in medical aid administration with over 11 years in the health insurance industry in which she led different projects within the medical aid administration space. She started her career as a Physiotherapist in 2008 and served the Ministry of Health in Princess Marina Hospital in Gaborone and Letsholathebe (II) Memorial Hospital in Maun. She joined AFA in 2012 where she was responsible for Key Account Relationship Management, Customer Service & Service Delivery, Stakeholder Management, and Project Management. Ms Chimbise holds a Masters Degree in Business Administration (MBA), where she received a De Beers private Sector Trust prize for attaining top student with highest cumulative GPA. In addition, she participated in the Okavango Diamond Company Youth Entrepreneurial Program (ODC-YEP) with Stellenbosch University Executive Development (USB-ED) and received the Top Student Director’s award.

Onneile is an admitted attorney with 16 years’ experience in legal practice. She obtained her LL.B from the University of Botswana in 2009. She joined AFA in 2019 as a Company Secretary. She currently oversees compliance and manages legal risk for AFA and is responsible for the Corporate and Board Secretarial and Corporate Governance matters. Onneile is an AML Compliance Officer responsible for overseeing compliance by the Company, its clients, client’s members and all stakeholders with all anti money laundering and counter financing of terrorism laws.
